Monitoring Plan and Evaluation:

 

 Monitoring and evaluation will be an integral part of ADA activities during and after the completion of a project.

 ADA has internal monitoring and evaluation system and policy. According to the policy, in charge of a district with technical, administrative staff and district monitor would monitor and evaluate the project on monthly basis and as a result of this exercise the next month plan will prepared and will give report to the Monitoring and Evaluation Department in head office.

 According to the schedule and action plan the representative of M & E Department, along with the provincial Manager, in charge of project and representative from the community would monitor the project and new three months plan will be prepared and report will be submitted to Managing Director/Deputy Managing Director. At the end of each project, the Managing director accompanying by the related program director and the main office financial director and administrative staff would evaluate the impact of the project (If deemed necessary). In these exercises the following areas will be looked into.

  • The process of implementation and progress towards qualitative objectives.

  • The impact of the program in regard to food security, increase in the income of individual and households, refugee returns, impact on women and environment.

 The field monitoring and supervising staff in conjunction with the beneficiaries themselves will continuously monitor the process of the implementation and look for the achievement indicators. Some of the indicators are as follows:

A-       Achievement/indicators during implementation of the project.

For example an agriculture project is taken into account.

  • Number of Jeribs of new land came under irrigation.

  • Permanent irrigation provided to their land.

  • Number of Jeribs land protected after completion of the project.

  • Number of farmers received improved variety of wheat seed and fertilizers.

  • Number of Jeribs of land ploughed by farm mechanization center in the project area.

  • Number of nurseries and demonstration orchards established.

  • Number of budded carried out and number of farmers trained in horticulture.

  • Number of farmers adopted inter-crop of ADA.

  • Number of wells dug, constructed and equipped with hand pumps.

  • Number of families used potable water.

  • Number of labourers managed to utilize their wages for meeting their expenses till getting the first harvest benefiting from the completion of the project by increasing their agriculture production.

  • Number of meetings held in different villages by project staff discussing technical and development issues.

  • Number of farmers encouraged to stay in the village due to availability of laborer work and farming activities.

B-      Achievement/indicators after Two Years of the Project Completion

Living Standard

  • Percentage of more land being cultivated in the target areas as compare to the time when the project was not completed.

  • Percentage of increase in the income of each household benefited from the project due to increased agriculture production.

  • Increase in the property and assets of participating household such as bicycle, Motorcycle, radio, television etc.

  • Number of rooms and other facilities constructed after the completion of the project.

  • Percentage of children with bare foot compare to pre project time.

  • Ratio of expenditure on food as compare to other household items like clothes shelter, ceremonies, etc.

  • Nutrition in the community.

  • Availability of clean drinking water by having shallow wells.

  • Average of income per family compared to pre project condition.

  • Increase in number of new business established in three years time in the community.

Community Organization:

  • Number of community organization formed compared to pre project time.

  • Number of people represented in the community organizations.

  • Major decisions taken by the community organizations with the description of output of these decisions.

  • Number of pubic work carried out by the community organizations and outputs of these activities.

  • Number of meetings held and procedures practiced in these organization.

  • Style of leadership and decision making in these organizations.

  • Number of times the community contacted NGOs, UN, Government demanding for more services needed by the community.

  • Sustainable arrangement and fund raised by these organizations.

  • Decrease in number of disputes as compare to last two years.

Refugee Resettlement:

  • Number of refugees returned and benefited from the project.

  • Number of returnees bringing the additional land under cultivation after completion of the project.

  • Monthly income of returnees as compared to wages they were receiving in host countries.

Environment

  •  

  • Is soil productivity maintained? Comparing soil erosion, land preparation and harvest technique before the project.

  • What is the soil mixture after the application of seed fertilizer? Comparing in with pre war level.

  • Effect of water management, saltiness of the land etc.

  • What effect the project had on natural inhabitants?

  • How land is prevented from the soil erosion.

  • Effect of inter-crop system on richness and nutrition of cultivated land.

Pictures and video recording will be used for documentation of progress of the activities and its impact. These documents will be made available to donors as a part of the reporting procedure.

Ø       Annual Monitoring Mission

The annual mission will consist of the relevant Director, relevant Program Manager, Provincial Manager, Community members, Project Manager and a representative from donor traveling to the project areas to assess program activities.

Ø   Mid Term or Final External Review(Evaluation of Project)

Approximately half way through the life of the project or at the end of a project a Mid Term/Final External review team will visit the project to assess and evaluate the project. At this stage that the team of evaluation can recommend any major changes to the program and submit such recommendations to both ADA and the donor. The team of evaluation will study the following elements of the projects.

Ø       Effectiveness (performance):

Is the project achieving satisfactory progress towards the objectives?

Ø       Efficiency:

Is the effect of the project being produced at an acceptable cost compared with alternative approaches to accomplishing the same objectives?

Ø       Relevance:

Is the project consistent with ADA’s mission of enabling Afghan to help them in meeting their future need?

Ø       Impact:

What positive and negative impacts are resulting from the project?

Ø       Sustainability:

Will the effect of the project continue after the project is completed and phased out?
